DOMESTIC TOURISM DIRECTORATE · Overall administration and monitoring of the implementation of the Tourism Act and its Statutory Instruments. · Identify and develop tourism products and projects in the Communities and Provinces, e.g. Community Based Tourism Projects (CBTs), Heritage and Historial Sites, etc. · Organise and co-ordinate Local Authorities and Communities for the development of tourism infrastructure and superstructure at district and provincial levels. · Develop and co-ordinate training programmes, policies and strategies for the development of tourism, enterprises in the communities and for equitable regional development. · Develop and co-ordinate national and international tourism events and other public awareness activities in the country’s Districts and Provinces. · Overall supervision and monitoring of standards of all tourism facilities, and ensure that the tourism and hospitality industry comply with international standards and statutes. · Overall supervision of the registration and grading of hotels, lodges, travel agencies, tour operators, tour guides and other Designated Tourist Facilities (DTFs) and issue licences thereof. · Identify and promote tourism investment opportunities in the country’s District and provinces. · Formulate Departmental Budget and supervise and manage staff in the Directorate. 6.2 INTERNATIONAL TOURISM DIRECTORATE · Develop and promote regional and international tourism markets. · Co-ordinate and implement international tourism policies, programmes and protocols with regard to the United National World Tourism Organisation (UNWTO) World Travel and Tourism Council (WTTC) and environmental organisations and other relevant international bodies. · Co-ordinate and implement all Regional Economic Communities (RECs) blocs and tourism projects and programmes e.g. Southern African Development Community (SADC) Regional Tourism Organisation of Southern Africa (RETOSA), COMESA, East Africa Community (EAC) and African Union (AU) · Facilities and co-ordinate tourism integration in the region e.g. Transfrontier Conservation Areas (TFCAs), One Stop Border Post Concept and Economic Partnership Agreements (EPAs) and international tourism co-operation. · Co-ordinate Joint Commissions on bilateral and multilateral matters pertaining to tourism and develop Agreement, Protocols and MoUs on tourism co-operation. · Supervise, co-ordinate and liaise with Regional and Overseas Tourism Offices, and Embassies with regards to tourism development issues. · Develop and implement national policies and strategies to facilitate the growth of regional and international tourism integration and development. · Identify and promote investment opportunities for the development of tourism infrastructure and superstructure in the country. · Formulate Department Budget and supervise and manage staff in the Directorate. 6.3 RESEARCH AND POLICY PLANNING DEVELOPMENT DIRECTORATE · Oversee research and planning of the whole tourism industry in the country including the physical development of both infrastructure and superstructure related to this industry in consultation with stakeholders. · Develop and co-ordinate National Tourism Policies, Tourism Legislation and Statutory Instruments, an make the necessary amendments. · Formulate and develop the National Tourism Master Plan, Regional Tourism Development Plans and Strategic Plans for sustainable tourism development in the country. · Formulate and co-ordinate a Tourism Research Plan on product and markets development tourism trends and provide market intelligence for the tourism industry. · Facilitate the production and processing of the National Tourism Statistics and keep up to date information on all trade organisations and projects for the Ministry’s database. · Develop a Ministeral Web Portal, ensure effective internet access to the Ministry and its branches countrywide, and facilitate the gathering of website content and its constant up-date. · Establish a link between the Ministry Web Portal and the Government Web Portal and facilitate the use of ICT in delivering services to the public. · Formulate, review and co-ordinate tourism investment policies in the country. · Formulate Department Budget and supervise and manage staff in the Directorate. FINANCE, ADMINISTRATION AND HUMAN RESOURCES Provide financial, human resources management and administrative support service. 8.0 AUDIT Monitor the financial administration and accounting procedures. |
